What this exists to fix
Item-level scanning is too slow when whole pallets, bins, or tool cribs have to be counted or moved.
A tool crib holding several thousand serialised items, counted quarterly by two people over a weekend. With tags and a portal read, the count is a walk-through, and custody of each item is recorded when it leaves rather than reconstructed afterwards.
